Despite the public proclamation of profound friendship between Moscow and Hanoi and the mutual award of medals to top leaders of both Countries, there are growing indicaitons of strain between the two allies. In a move that can only denote dissatisfaction with Moscow, the fifth congress of the Vietnamese communist party has dropped three officials directly involved in relations with Moscow.
