The United States appears to be the Victim of its won eagerness to see the Soviet Union and its allies condemned for waging chemical warfare. Even before they had hard evidence, senior American officials were trying to make their changes stick with the result that friendly Governments and the media Started to greet Washington's claims with caution and even apathy.
