Summary / Abstract :
Thailand and major donor countries are questioning the relevance of Soviet aid to Cambodia in 1982 to the United Nations Humanitarian Operations in that country. The suspiction, bordering on certainty is that Moscow is more interested in propping up the Hanoi-installed Phnom Penh Government with help for economic development that in wiping out residual pockets of hunger and relieving food shortages among vulnerable groups notably children.
