Shortly after he entered office in Nanjing in 1569, as the provincial governor of 10 prefectures, Hai Rui made some slight changes and improvement to the rules which he had laid down when he was Country Chief of Chunan and Xingguo Countries and formulated the " governor's rules" which consisted of 35 articles.
ក្នុងរយៈពេលខ្លីបន្ទាប់ពីលោកបានចូលទៅធ្វើការនៅខេត្ដ ណានជីង ក្នុងឆ្នាំ១៥៦៩ ជាចៅហ្វាយខេត្ដទាំង១០ ហៃ រូរី បានធ្វើការផ្លាស់ប្ដូរ និងធ្វើអោយមានភាពល្អប្រសើរឡើងមួយចំនួនទៅលើច្បាប់ដែលលោកបានដាក់ឱ្យអនុវត្ដន៍នៅពេលដែលលោកជាចៅហ្វាយខេត្ដ ជូណាន និង ស៊ីងហ្គួ ព្រមទាំងបានបង្កើតនៃ «ច្បាប់ចៅហ្វាយស្រុក ខេត្ដ (អភិបាលខេត្ដ)» ដែលមាន ៣៥មាត្រា។
