The authorities have initialed new military actions during the present dry season. Meanwhile, they are attempting to undermine the unity among the three Kampuchean patriotic forces. They are actively plotting a regional "Dialogue" between the socalled Indochinese Countries and ASEAN, in an attempt to trap other Countries into condoning the Vietnamese occupation of Kampuchea and legalize the puppet regime in Phnom Penh
