Disagreement over competing eligibility lists is causing a battleneck in the United Nations-sponsored Orderly Departures Programme of applicants seeking to leave Vietnam for other Countries. A report that emerged from three days of Geneva meeting involving representatives of the Hanoi Government host Countries and the office of the UN high commisioner for Refugees conceded that the parties "Are not completely satisfied" with the rate of emigration from Vietnam. The meetings were convened to assess the ODP performance since the first review of a year ago.
