Zhao Ziyang said: over the past year, the International Situation has become even more turbulent and unstable, and the Afghan question remains unsolved. He pointed out that the Afghan question stems from a superpower's military invasion of that country. Therefore, a genuine settlement of this question can be reached only when that superpower withdraws all its troops from that country.
