It is approaching that time of the year again: The annual saga at the United Nations General Assembly when once again Democratic Kampuchea will be voted into Cambodia's seat, blocking Vietnam's attempt to have the seat left vocant. Once again Vietnam will be called on to withdraw its troops From Cambodia and once again there will be no prospect in the foreseeable future of any change in the situation inside Cambodia.
