Under the make-believe rules of internationale diplomacy Willibald Pahr will be travelling as Austrai's Foreign Minister when he visits Hanoi and possibly Vientiane in mid-July. The reality, well-recognised by all but openly acknowledged by none, is that Pahr will be continuing his mandated assignment as president of the United Nations Sponsored International Conference on Kampuchea.
