Thrown together in a last minute diplomatic flurry, the coalition Government of Democratic Kampuchea was established on a tenuous stretch of Cambodian jungle on July 7. The formalisation of the tripatite coalition in a ceremony by its leaders, Prince Norodom Sihanouk, Son Sann and the Khmer Rouge's Khieu Samphan was clearly more an act of diplomatic expediency than on an issue of any political substance.
