China made public Tuesday its plan for settling one of the most divisive issue between it and the Soviet Union: Cambodia Future. The plan, which calls for a phased withdrawal of Vietnamese troops from Cambodia and a cut off of Soviet support for them, was made as the two countries began a second round of negotiations, in Moscow when submitted to a deputy Soviet Foreign Minister in October at the intial round of talks in Beijing.
