Chhay Cheng aka Phat, soldier of division 502, confessed that in 1976 Lev, medical staff of battalion 521, division 521, accepted the plot from Vey, working at battalion 521, to build up traitorous forces, to plant minds at Pochentong, to kill top leader cadre and foreign visitors.
