Norodom Sihanouk's recent meeting with his sworn enemy Hun Sen , Prime Minister of the Soviet and Vietnamese backed Phnom Penh Government drove a small wedge into the regional and international deadlock that has gripped Cambodia since 1979. Their joint communiqué was long on good intentions and short on substance but it promised two fourther meetings and called for the other members of Prince Sihanouk's fractious coalition to join the discussion.
