"God knows, the rest of us have tried hard enough. The obligation now lies on the Cambodians to stop the killing in their country". So aid a dejected Mr. Gareth Evans, the Australian Foreign Minister, after the Cambodian peace talks in Jakarta broke down in the small hours of March 1st. He is right-and depressingly the killing is unlikely to stop.
