Seemingly at issue between the US and the Association of Southeast Asian Nations over Cambodia is morality versus real politic James Baker, the US secretary of state, has responded to US domestic anguish at the prospect of the Khmer Rouge regainng power by dissociating the Bush administration from that fearsome insurgency. The Foreign Ministers of ASEAN have closed ranks against Mr. Baker around the argument that the only way to contain the Khmer Rouge is to include them in a political settlement.
