Summary / Abstract :

Since the signing of the Paris Peace Agreements in October 1991 the Cambodian peace process has encountered increasingly serious problems. Not only do the two militarily strongest Khmer parties to the conflict the Khmers Rouges and the Cambodian People's Party, vilate substantial provisions of the Paris Peace Agreements but neither does the United Nations Transitional Authority in Cambodia implement the Paris Peace Agreements comprehensively.
