China appears to have softened its position on negotiating a settlement in Kampuchea. Zhao Ziyang China's new premier, told Mr. Robert Muldoon, Prime Minister of New Zealand yesterday that withdrawal of Vietnamese troops from Kampuchea was not necessarily a precondition for the start of negotiations.
