During the production period from 1979 to 1983, the rice average has increased to approximately 1,700,000 ha and the yeild has increased to over 2,000,000 tons. Some localities encountered complex problems carrying our the plan of management and use of land. The scope of desination caused in the administrative, economic and agricultureal spheres by the genocidal clique was unexpectedly great.
