Vietnam plans to withdraw a third of its troops from Cambodia by the end of this year, Foreign Minister Nguyen Co Thach has disclosed. Giving the first detailed outline of Hanoi's military plans in Cambodia, Mr. Thuch said that Vietnam's troops strength in Cambodia would be halved by 1987 if no negotiated settlement were reached.
