Mei Votha, working in power plant 2, was a former worker of Chakk Angre power plant. In 1969, Mei Votha joined the C.I.A with Lev Sutsophoantha's network. Sophoantha trained him in the C.I.A strategy for 3 months. After April 17, 1975 Votha linked his networks with Lev Sutsophoantha's network; moreover, they carried out the same activities such as not filling gas in machines' containers in order to cause theirs machines to be dry and not to run well frequently.
ឈ្មោះ ម៉ី វត្ថា នៅអគ្គិសនីទី ២ ជាកម្មករចាស់នៅអគ្គិសនី ចាក់ អង្រែ បានចូលសេអ៊ីអានៅឆ្នាំ១៩៦៩ កុ្នងខ្សែរបស់ ឡេវ ស៊ុត សុភាន់ថា និងបានរៀនវិជ្ជាសេអ៊ីអាពី សុភាន់ថា រយៈពេល ៣ ខែ។ ក្រោយថ្ងៃ១៧ ខែ៤ ឆ្នាំ១៩៧៥ វត្ថា បានភ្ជាប់ខ្សែសេអ៊ីអា ជាមួយគ្នា ហើយធ្វើសកម្មភាពដូចជា មិនដាក់បេ្រងកុ្នងម៉ាស៊ីន បណ្ដាលឱ្យស្ងួតម៉ាស៊ីនមិនដើរជាញឹកញាប់។
