Min Neng, 33 years old, joined the rescuing association of elctrical workers, the party of socialist republic in 1972, and the CIA in 1973. Min Neng collaborated with the group of soldiers and police to sweep cleanly away the Khmer Rouge in the city. After April 17, 1975, Min Neng conducted CIA activities within the group of Hao Thouren and You Phinret. Min Neng had intention of murdering cadre at the meeting and colluded with Sa to make water irregularly rise up and tubes break up.
ឈ្មោះ មិន ណេង អាយុ ៣៣ ឆ្នាំ ចូលសមាគមសង្គ្រោះបុគ្គលិក អគ្គិសនី ចូលគណបក្សសង្គមសាធារណរដ្ឋនៅឆ្នាំ១៩៧២ និង ចូលសេអ៊ីអានៅឆ្នាំ១៩៧៣។ មិន ណេង បានចូលរួមជាមួយ ក្រុមចំរុះទាហាន ប៉ូលីសធ្វើការបោសសំអាតខ្មែរក្រហមក្នុងក្រុង។ ក្រោយថ្ងៃ១៧-៤-១៩៧៥ មិន ណេង ធ្វើសកម្មភាព សេអ៊ីអាក្នុងក្រុម ហោ ធូរេន និង យូ ភិនរេត។ មិន ណេង មានបំណងសម្លាប់កម្មាភិបាលនៅពេលប្រជុំកម្មករ បានរួមគំនិត ជាមួយ ស ស៊ីមធ្វើឱ្យទឹកឡើងមិនប្រក្រតីបណ្ដាលឱ្យបែកទុយោ ក្នុងឡ។
