In accordance with our discussion have been prepared a proposed ultimatum to the Cambodian authorithies. The advantages of delivering an ultimatum are (1) that it May product the release of the boat and people, and (2) that we did everything possible to warn the Cambodians. The disadvantage is that they may threaten the lives of the American if we act.
