A Tass dispatch on May 13 concerning seizure of the U.S. merchant ship Mayaguez included the statement that «the ship, according to some reports, was engaged in intelligence activity.» This Soviet accusation made with almost certain knowledge by the Soviet Union that the Mayaguez was a merchant ship in international waters.
