Toeut៌s wife៌s name is Than Yeang. He has has daughters and two brothers and is a farmer. His father៌s name is Peuy and his mother៌s is Tuoy Ros. Toeut has two sisters and three brothers. He is youngest in his family. He did not go to school when he was young. In early 1980៌s, Toeut became a soldier of PRK. He was in special unit in Koulen district. Hon was the chief of the unit. His unit operated in Southern Koh Ker and used to vanquish smugglers who took sculptures from Koh Ker Temple. Toeut៌s unit often fired against the KR units operating in the Koh Ker area. The KR was led by Kuy Pang. He is currently the chief of Rumchek village.
