Ing Phan, male, 64 years old and lives in Trapeang Prasat village, Trapeang Prasat
commune, Trapeang Prasat district, Oddar Meanchey province. Phan was born in Khnai-Char village, Kous commune, Tramkak district, Takeo province. Phan៌s father៌s name is Bou Ing and his mother, Vong Aom. Phan has five sisters and one brother. Phan is fifth in his family. Phan studied grade 9 (old system) when his was young. Phan quit from the school in 1967. Phan became a Buddhist monk for five years between 1967 and 1972. After resigned from being a monk, Phan volunteered to serve as the KR soldier. Phan៌s unit operated in Teang district.

In late 1973, Phan was sent to Southwest zone៌s division 3th of Meas Mut. Phan operated in Southwest part of Phnom Penh.

After the KR gained victory over Lon Nol in April 1975, the KR sent Division 3th to operate in Kampong Som. The division was change its name to Division 164. Phan was in Kampong Som for a while and then, he was sent to protect Koh Polowai Island. Phan infected malaria disease when he was the island just for short period. Phan was sent to a hospital in Kampong Som. Phan was in the hospital for almost 8 months. At that time, Phan witnessed the US bombed in Kampong Som town after the KR captured the SS Mayaguez in 1975.

After leaving the hospital, Phan returned the Island. There was one Battalion in the Polowaii Island. Phan was in Regiment 62. The regiment៌s office was in Koh Tang Island. Meanh was a chief of the regiment.

In 1978, Phan and other soldiers were sent to Kampong Cham province. There, Phan was in Division 603. A son in law of Ta Mok, Vin was a chief of the Division. The Division operated along Cambodia-Vietnam border of Kampong Cham province.

When the Vietnamese arrived in Cambodia in January 1979, Phan៌s division withdrew from the border and crossed from east and west banks of the Mekong River of Stung Trang district. Phan went to Kampong Thom province and continued to Cambodia-Thailand border.
In early 1980s, Ta Mok ordered the KR soldiers killed his son in law, Vin because he took and sold some Khmer women to Thai for money. Aftermath, Division 603 was changed it៌s named to Division 616 and Ta Nhan was a chief of the Division instead.

Phan joint Division 612 instead. Ta Hoeun was a chief of the Division. The division was in Preah Pralay. Finally, Phan moved to join another KR៌s Division 802 when the KR occupied Anlong Veng area. Ta Chhan was a chief of the Division 802.

In 1998, Phan integrated with the Cambodia government and he served as the government soldier. In 2006, Phan retired from the soldier and in 2009, Phan was voted to be a member of Trapeang Prasat district council. Phan៌s wife៌s name is Suos Rin. He has two sons and one daughter.
