Chum Cheat, male, 65 years old and lives in Trapeang Prasat village, Trapeang Prasat
commune, Trapeang Prasat district, Oddar Meanchey province. Chum Cheat was a chief Division 417 after Ke Pauk; and Pich Cheang, who left the position. Chum Cheat was also first governor of Trapeang Prasat district from 2000 to 2005. Currently, Chum Cheat is a member of Oddar Meanchey province council.

Chum Cheat was born in 1948 in Chambak Sar village, Prambei Mom commune, Thporng district, Kampong Speu province. Cheat told the team that he has original name as Chit Horn. Cheat joined the KR movement soon after the coup d៌état in 1970. First he went into forest near his home village.

In 1973, Cheat joined Division 14 of the KR Special Zone. At that time, Cheat was a chief a battalion within Regiment 15. So Saroeun (05) and Miech San (06) were chief and deputy chief of the Division 14.

After the KR gained victory over Lon Nol regime in April 1975, Cheat was a long with his unit entered Phnom Penh. Cheat was assigned to work in rice field near Taing Krasaing Pagoda. It៌s located outskirt Phnom Penh.

In late 1975, the KR sent the division 14 to protect of Cambodia-Vietnam border; and Cambodia-Lao border in Stung Treng and Ratanak Kiri provinces. Cheat was a battalion chief within Regiment 82. Ung Ren was a chief of the regiment.

In 1977 the KR sent Cheat to serve as a regiment chief of Division 603. The division was along National Road 7# within Kampong Cham province. It៌s located near Cambodia-Vietnam border. Vin was a chief of the Division.

When the Vietnamese arrived in Cambodia in January 1979, Cheat and his soldiers crossed Mekong River from east to west banks and then fled into forest within Kampong Thom and Kampong Cham provinces. Cheat and the soldiers were in forest and escaped from Vietnamese soldiers.Cheat climbed Dangrek Mountain in late 1980. Cheat was at Mom Bei (Tonle Ropeou). The location wascalled KR Military Base [1001]. The base was under supervision of Son Sen. There, the KR created a new division (Division417). The Division components were former soldiers and cadres of Central Zone. Ke Pauk was chief of the Division. Tep Pauch was deputy chief of the Division. Chum Cheat was a member of the division committee and also he was a chief Regiment 72.

After the establishment Cheat and his soldiers of regiment 72 operated within Chamkar Leu and Stung Trang districts, Kampong Cham province. Cheat said that during the operation, the KR had to convince local people joining and support the KR. The KR also organized local authorities and work close to local people. Before, first general election in Cambodia in 1993, the KR also tried to convince people to vote for them. However, the KR boycotted the election later on.

After the election in 1993, Cheat was appointed to be a chief Division 417. His division៌s office was at O-Svay, Trapeang Prasat district. Aftermath Ta Mok arrested Pol Pot and his cronies. Ta Mok set up people trial in 1997. Chum Cheat and other commanders including Chea Keo, Sary Say, Van Kosal... were arrested and detained by Ta Mok in Anlong Veng. In 1998, Chum Cheat, Chea Keo and other escaped from the detention place to join the Cambodian government in Preah Vihear province. In late 1998, Cheat ledboth his soldiers and the government forces to fight against with Ta Mok. In February 1999 the KR had completely integrated with the government. Ta Mok was also captured by the government in Mach 1999.

Chum Cheat was formally appointed to be a governor of Trapeang Prasat district in 2000. Cheat had promoted to be a deputy governor of Oddar meanchey province in 2005 and then he was been voted as a member of Oddar Meanchey province council.
