Council of Ministers decided that Delegation of People's Republic of China created based on the decision No 39 SSR signed on May 24, 1984 shared the same duty as delegation of the Socialist Republic of Vietnam. Council of Minister decided to temporary establish an office to work under the ministry council included one deputy minister, a few cadres that authorized under the control of Ministry Council.
ក្រុមប្រឹក្សារដ្ឋមន្ដ្រីបានសមេ្រចថាៈ គណៈប្រតិភូពេញសិទ្ធិខាង សាធារណរដ្ឋប្រជាមានិតកម្ពុជា ដែលបង្កើតឡើងតាមសេចក្ដី សមេ្រចលេខ ៣៩ សសរ ចុះថ្ងៃទី២៤ ខែឧសភា ឆ្នាំ១៩៨៤ មាន ភារកិច្ចរួមជាមួយគណៈប្រតិភូនៃសាធារណរដ្ឋសង្គមនិយមវៀតណាម។ ក្រុមប្រឹក្សារដ្ឋមន្ដ្រីបានសមេ្រចបង្កើតជាបណ្ដោះអាសន្ននូវផ្នែកមួយ ដើម្បីជំនួយការក្រោមឱវាទរបស់ក្រុមប្រឹក្សារដ្ឋមន្ដ្រីរួមមាន សមមិត្ដ អនុរដ្ឋមន្ដ្រីមួយរូប និងមានកម្មាភិបាល២-៣រូប ដែលមានសមត្ថកិច្ច និងស្ថិតក្រោមឱវាទខុទ្ទកាល័យក្រុមប្រឹក្សារដ្ឋមន្ដ្រី។
