Yugoslavia, July 28- Cambodia's Foreign Minister, Ieng Sary, said today that the closing of this country and evacuation of Phnom Penh after the communists took over in 1975 had been necessary "Because otherwise we would have had a civil war." "Our complexities and difficulties would have been greater" he said and more would have died. There would have been a civil war and that would open the door to neighbors to intervene.
