Summary / Abstract :

In the second half of April 1975 Phnom Penh and other town were forcibly evacuated. Foreign observers, including diplomats, who were in Phnom Penh when the new regime took over, witnessed the evacuation of the capital which then had a population of about 2 to 3 million. Refugees have confirmed that other town were evacuated, the Kampuchea leaders have publicly spoken of their reasons for ordering the population out of the towns and setting them to work in the countryside.
