The Ministry was responsible for hospitals throughout the country, but I do not remember there ever being any conferences involving social action cadre from the zones. It seemed as if the zones were autonomous. It seemed that the main responsibilities of the ministry was training doctors and making and distributing medication. It seems that general plans for things lie hospital contruction came directly from the control committee to the zone committees without going through the social action ministry. I think that what was going on was that Ieng Thirith was going to ask Pol Pot.
