Cambodian rebels, reportedly backed by Vietnamese warplanes, claimed their forces had moved to within 45 miles of Phnom Penh, seized three provincial capitals and attack a fourth. Ieng Sary, said in message to UN secretary general the invaders were trying to take over Cambodian to further a Kremilin program of global expansionism in southeast Asia.
