For Vietnam, the opportunity came in the form of Pol Pot's almost unbelievably repressive communist regime in Phnom Penh. By the time Pol Pot had replaced Lon Nol. Vietnam also had a communist government. But the Vietnamese had played on the world stage for along time and had gain a large measure of political sophistication.
