Cambodian rebels run a tight camp: Phnom Chat is unlike food distribution station on the Thai border. Instead of stadding the frontier, it is well inside Cambodia. The camp is quiet, orderly, disciplined. People snap to when an order is given. The chain of command is rigidly observed.
