The state department said that a detail investigation has led to the inescapable conclusion that the Soviet Union has used chemical warfare agents in South Asia and Afghanistan on a wide scale. About 3000 Cambodian refugees have fled to Thailand in the pass week to escape Vietnamese attacks and Vietnamese forces have stepped up their use of chemical warfare.
