Each year for the past eight the UN General Assembly has voted on an Asian- Sponsored resolution calling for a Vietnam troop withdrawal from Cambodia. Each year a few more nations join the majority against Hanoi's occupation forces. And each year nothing cones of the effort. This time around, as the General Assembly began its 42 nd session last month, there were the usual back- stage maneuverings going on around the Cambodian issue.
