Summary / Abstract :

Recently, a Thai newspaper, the "Bangkok Post", obtained a secret document of the Vietnamese administration in Phnom Penh (see Fe/0044 A3/2). The document revealed that having been unable to win the war in Cambodia through military means, Vietnam has decided to shift its strategy from a military offensive to a diplomatic offensive by sowing disunity among the Cambodian resistance forces and the countries that support these resistance forces in order to weaken and smash them easily, thus enabling Vietnam to annex Cambodia forever.
