The Prime Minister statement seemed to meet one of the preconditions for the second round of talks set by Prince Sihanouk after the surprisingly warm ground-breaking discussion held near Paris in December. The Prince had made clear that the would demand a programme for the full withdrawal of Vietnamese's remaining troops, estimated at more than 100,000 Vietnamese invaded Cambodia in late 1978, after incessant Khmer Rouge cross border attacks on Vietnam territory, some of which were led by Mr. Hun Sen himself, white he was still a member of the Khmer Rouge.
