Sihanouk expected concessions on the standard... and unceptable-terms of the Vietnamese-People's Republic of Kampuchea (PRK) (See OADB, December 1, 1987). But such concession were not forthcoming. Hun Sen perceived the talks less as a means to end the war and established a new governing from work than as a means of strengthening his faltering PRK, especially to ensure its survival following the anticipated withdrawal of Vietnamese forces.
