According to AFP, The Khmer Rouge has a new strategy, previously used successfully in the struggle against the Lon Nol government in the 1970. The strategy consists, the reports said of avoiding all direct confrontation with the Vietnamese, infiltrating the Phnom Penh administration and building up weapons stockpiles for the "the big day".
