Conditions may be ripe for ending the war in Indochina which has lasted with little respite for four decades. This is my conclusion from a month- long visit to Vietnam and Kampuchea earlier this year. The united Nations secretary- General, Mr Perezde cuéllar, evidently shares this view for, after his talks with Chinese leaders in Peking in the spring the announced that negotiations over Kampuchea might well beginning Vietnam had appointed a new prime minister in place of the ageing Mr Pham Van Dong.
