With the Afghan agreement behind it, the Soviet Union appears to be warning up for a similar settlement in Cambodia. But that diplomatic warmth may not be enough. It is Vietnam that occupies Cambodia, and Soviet pressure may not be enough to get Hanoi to withdraw its troops anytime soon.
