Men Sakhan aka Mol, Deputy Chief of Office of Commerce, confessed that Sat, Chief of Rubber Plantation in Northern Zone, and Khoem, Chief of Public Works in Northern Zone, were networks of Free Khmer in Northern Zone. In July 1976, Sat and Khoem made contact Nhem to mobilize hidden network so as to launch an attack in Phnom Penh.
ឈ្មោះ ម៉េន សាខន ហៅ ម៉ុល អនុប្រធានមន្ទីរពាណិជ្ជកម្ម បាន ឆ្លើយពីឈ្មោះ សាត ប្រធានចំការកៅស៊ូភូមិភាគឧត្ដរនិង ខឹម ប្រធានសាធារណៈការភូមិភាគឧត្ដរ ថាៈ ជាខ្សែខ្មែរសេរីនៅ ភូមិភាគឧត្ដរ។ នៅខែ៧ ឆ្នាំ១៩៧៦ សាត និង ខឹម បានទាក់ ទងឈ្មោះ ញ៉ែម អំពីការរៀបចំកម្លាំងវាយភ្នំពេញ។
