Phnom Penh SPK July 8, the government of the people's Republic of Kampuchea declares that it will not participate in the "cocktil party" to be held in Jakarta if it is tuned into a meeting between Vietnam and Sihanouk or between Vietnam and the tripartite government because such a thing will push the efforts to find a political solution to the Kampuchean problem into impasse.
