The confession of Mao Sokha aka Lum, assistant to Division 450, implicated Bin, Secretary of Sotip Sub-district, Cheung Prey District. He knew Bin through Tum Yan who indoctrinated Bin with anti-revolutionary ideology in October 1973. In April 1974, Bin attended the meeting, and received a plan from Nai to recruit the Free Khmer force, to convince people not to supply foodstuff to the battlefield and youth, not to join the Army, to assassinate cadres and soldiers, and to ambush the revolutionary offices.
ឈ្មោះ ម៉ៅ សុខា ហៅ លុំ ជឃំនួយការកងពល ៤៥០ ឆ្លើយពី ឈ្មោះ ប៊ិន លេខាឃុំសូទិប ស្រុកជើងព្រៃ ថាៈ ខ្លួនបាន ស្គាល់ប៊ិន តាមរយៈទុំ យ៉ន ហើយបានអប់រំប៊ិនឱ្យក្បត់បដិវត្ដ នៅខែ១០ ១៩៧៣។ ខែ៤ ១៩៧៤ ប៊ិនបានចូលរួមប្រជុំទទួល ផែនការ ពីណៃឱ្យកសាងកម្លាំងខ្មែរសេរី បំផុសប្រជាជនកុំឱ្យផ្ដល់ស្បៀង ទៅឱ្យកងទ័ព បំផុសយុទ្ធជនកុំឱ្យធ្វើកងទ័ពនិងឱ្យសម្ងាប់កម្មាភិបាល យុទ្ធជននិងវាយឆ្មក់តាមមន្ទីរបដិវត្ដ។
