Prince Norodom Sihanouk said on Monday ( August 08) if his guerrilla army were merged with that of its decade-old adversary, the Vietnamese-backed government in Phnom Penh, the combined force of 70,000 troops, would be able to prevent the Khmer Rouge from regaining power in Kampuchea after Vietnam completes its scheduled withdrawal of forces by the end of 1989.
