Summary / Abstract :
|
The Hanoi-backed Phnom Penh government and the three resistance factions fighting Vietnamese occupation of Kampuchea agreed that one of the factions, the Khmer Rouge, should be prevented from regaining power. Both sides also agreed that a transitional authority should be formed before elections for anew government are held.
