The first peace talks on Kampuchea ended yesterday after achieving "a significant and important psychological breakthrough". This description, provided by Mr. Suppiah Dhanabalan of Singapore, one of the region's more hardheaded foreign ministers, was carefully crafted to express due appreciation for the fact that such a conference of so many warring parties had taken place at all.
