The Soviet Foreign Minister, Eduardo Shevardnadze, was in Bangkok yesterday offering his country's plans for a withdrawal from Afghanistan as model for a Vietnamese from Cambodia, writes Michael Fa there. In Peking the US secretary of state, George Shultz, and the Chinese made it cleav that a military withdrawal from both countries was essential for regional security.
