Gobachev also proposed that the Soviet Union's controversial radar station in Krasnoyarsk be converted into an international center for the peaceful use of space. the radar is at the heart of a US - Soviet dispute which has stalled strategic arm talks, Washington contends that the radar violates the 1972 anti-Ballistic Missite (ABM) treaty.
