Bangkok since announcing plans in May for a major troops withdrawal from Cambodia and remaining is military high command, Vietnam has not pulled out any more troops and appears unlikely to meet its stated goal of withdrawing 50,000 soldiers by the end of the year, according to western diplomats and Cambodian guerrillas.
